The 29-year-old man was hospitalized for his injuries and is currently undergoing treatment. No arrests have been made at this time.Â
The RT&CIPF are asking for “witness accounts, video footage, or any details, no matter how small” from those in the vicinity of the shooting as they still have yet to identify a suspect.
The authorities also stated that “there is no evidence to suggest that Ms. Duncan, Mr. Â Stubbs or the wounded victim were the targets of this incident.”
“I wish to take this opportunity to extend my deepest condolences to the relatives and friends of the deceased,” the statement continued. “The RT&CIPF will continue to provide victim support resources to those devastated by these incidents. We condemn this violence and will remain resolute in our pursuit of the person(s) responsible for this despicable act.”
Duncan was a 21-year veteran of the Cook County Department of Corrections. Per ABC7 Chicago, she was working at Cermak Health Services at the time of her death.
The department said in a statement to the network, “Our hearts are broken for the family.”

ABC7 also spoke with Duncan’s son, Shamon Payton, who confirmed that his mother was killed by a stray bullet on the rooftop of Aziza Restaurant & Lounge in Providenciales.
“People started yelling, telling people to get down,” Payton recalled. “My mom got up. And then, she got hit… Bystanders came and they tried to help.”
The emotional son tearfully expressed his love for his late mother and his anger at the tragedy.
“I lost a lot of people, and it just feels different with it being your mother, the person who birthed you,” Payton said. “You only get one mother, one father. I lost the one.”
“Just wish it was someone else rather than my mother,” he added. “I’m a God-praying man. I don’t want to put that pain on nobody else. I’ll take it. I’ll take it, but it hard. It’s hard.”
Duncan is reportedly also survived by two daughters and a granddaughter.
